Why will my Toshiba television only work when my blu-ray player is turned on?

My Toshiba television only turns on when my blu-ray player is turned on. Is this some type of setting on the blu-ray player or on the tv? A few key points: the blu-ray player is attached by an HDMI cable, The tv is a 46 inch Toshiba 46XV640U, and the blu-ray player is a Memorex MVBD2520.

HDMI allows for CEC - Consumer electronics control, which each company markets by a different name.

I agree with TV Guy-im not sure about this problem though, but it has to be a setting for it..... UNLESS.....electronics do have a mind of their own....oh gosh %26lt;(^o^)%26gt;
